This request for expression of interest is issued as a result of the General Procurement Notice that for this Project was published in Development Business.
The Ministry of Health of the Nation (hereinafter referred to as the “Borrower”) has received from the Inter-American Development Bank (the “Bank”) the loan to partially finance the cost of the “Immediate Public Health Response Project within the Framework of the COVID-19 Pandemic to Contain, Control and Mitigate its Effect on the Provision of Health Services in Argentina ”IDB Loan 5032 / OC-AR”. The borrower intends to use part of these funds to make payments under the consulting contract MSAL-193-SCC-CF.
The general objective of this promoted contract is to obtain a diagnosis of the situation of the SISA platform and the SNVS, adapt them to the high demand required by the COVID-19 pandemic and the impact of the outcome.
Some of the specific objectives will be: to survey the software structure of the application; propose a new structural design that allows solve the application scale problems and aligning with modern technological practices; evaluate free software technological alternatives to be based on the new architecture taking as a reference for the current deployments within the national health network and the Enterprise Service Bus, propose a migration strategy towards the new structure while maintaining service continuity; Validate all the improvements implemented by means of the preparation of a technical report, since March 2020, related to the implemented database functionalities, the structure designed to access available databases and the new structure implemented for the central reporting.
The General Directorate of Projects with External Financing invites eligible consulting firms to express their interest in providing their Services. Interested consulting firms must provide information that indicates that they are qualified to provide the Services (complete data on description of similar work performed with indication of clients and years of service provision, experience in similar conditions, availability and qualifications of personnel who have the pertinent knowledge with description, organization of the company). Consulting firms maybe partners in order to improve their qualifications.
The consulting firms will be selected based on the method of Selection Based on Consultants' Qualifications (SCC) in accordance with the procedures of the Inter-American Development Bank (IDB) detailed in the Policies for the Acquisition of Goods and Works Financed by the Inter-American Bank GN-2350-15 - May 2019.
Interested consultants can obtain more information at the address indicated at the end of this notice from Monday through Friday from 09.30 a.m. to 5.30 p.m.
Expressions of interest must be received at the address indicated below, no later than February 7, 2022 until 12:00 noon.
